Why do so many students present with reading difficulties in Urban Cities?

There are just too many students in urban cities who are reading significantly below their grade levels.  With the passage of No Child Left Behind, why is this trend continuing?  


The sole responsibility for many of these student's learning is placed with the teachers and not the home.  For students to be successful, parents need to be involved in the education of their children.  Whether parents are literate or not, they need to ensure that their children are engaged in some kind of reading on a daily basis instead of spending countless hours on social networks such as "facebook" and "myspace."


I agree that there are many teachers who help motivate students to learn, but for those who continue to struggle, parents need to step in and ensure that struggling students are engaged in reading and completing assigned homework.
